Description

To modify the previously approved mixed-use development, to now also include the ability to operate a supportive educational institution, and to redevelop components of the former Marketplace Mall for a medical research and related uses facility.

Wednesday, April 29, 2026 Special Use Permit Public Hearing

A meeting will be held on Wednesday, April 29, 2026 at 6:00 p.m., before the Henrietta Town Board to hear all persons with regards to the following Application for a Special Use Permit:

Application Nos. 2026-008/009/010: The Marketplace Mixed-use Modification, Mary Cariola Children’s Center, Inc. (including Incentive Zoning Application No. 2026-001), and University of Rochester’s Medical Clinic Expansion and Intellectual & Development Disabilities Institute Special Use Permit Applications, in a Commercial B-1 Zoned District with a Mixed-Use Redevelopment Area Overlay District (MURA), or as more particularly described in plans on file in the Town Clerk’s Office.

  • 2026-008: The Marketplace – 3400 West Henrietta Road, 10, 15, 20, 25, 30, 1100, 1200 & 1220 Miracle Mile Drive (and the future 1400 Miracle Mile Drive), to modify the previously approved Special Use Permit Application (No. 2021-018) to allow a mixed-use development on parcels including industrial/medical/office, commercial, residential, and civic space/school components at different percentages, Tax Account Nos. 161.12-1-1.111, 161.12-1-1.112, 161.12-1-1.1/D, 161.12-1-15, 161.12-1-1.1/A, 161.12-1-1.1/B, 161.12-1-1.1/G, 161.12-1-1.1/F, 161.12-1-16, & 161.12-1-1.1/E (and future Tax ID Nos. 161.12-1-1.001 – 3400 West Henrietta Road; and 161.12-1-1.002 – 1400 Miracle Mile Drive)

  • 2026-009: Mary Cariola Children’s Center, Inc. – 3400 West Henrietta Road, 25 Miracle Mile Drive, and neighboring property on Miracle Mile Drive, to operate a supportive educational institution, Tax Account Nos. 161.12-1-1.111, 161.12-1-1.1/A, & 161.12-1-1.1/B through Incentive Zoning (Application No. 2026-001).

  • 2026-010: University of Rochester’s Medical Clinic Expansion and Intellectual & Development Disabilities Institute – 3400 West Henrietta Road and 15 Miracle Mile Drive, to redevelop components of the former Marketplace Mall for a medical research and related uses facility, Tax Account Nos. 161.12-1-1.111 & 161.12-1-1.1/D. 

The public hearing was held open with the intent to continue it on May 20, 2026.

Wednesday, May 20, 2026 Special Use Permit Public Hearing

A meeting will be continued on Wednesday, May 20, 2026 at 6:00 p.m., before the Henrietta Town Board to hear all persons with regards to the following Application for a Special Use Permit:

Application Nos. SP2026-008 & IZ2026-001: The Marketplace Mixed-use Modification – to modify the previously approved Special Use Permit Application (No. 2021-018) to allow a mixed-use development on parcels to include the following uses: industrial/medical/office; commercial; residential; and civic space/school components at different percentages than previously approved. The proposal is to now include additional medical space and school space, with the school space requiring Incentive Zoning to be allowed. 

The proposal will include the parcels known as 3400 West Henrietta Road, 10, 15, 20, 25, 30, 1100, 1200 & 1220 Miracle Mile Drive (and the future 1400 Miracle Mile Drive), Tax Account Nos. 161.12-1-1.111, 161.12-1-1.112, 161.12-1-1.1/D, 161.12-1-15, 161.12-1-1.1/A, 161.12-1-1.1/B, 161.12-1-1.1/G, 161.12-1-1.1/F, 161.12-1-16, & 161.12-1-1.1/E (and future Tax ID Nos. 161.12-1-1.001 – 3400 West Henrietta Road; and 161.12-1-1.002 – 1400 Miracle Mile Drive), in a Commercial B-1 Zoned District with a Mixed-Use Redevelopment Area Overlay District (MURA). Plans are on file in the Town Clerk’s Office.

APPROVED - The public hearing was closed, a Negative Declaration was issued, and the Special Use Permit and Incentive Zoning Applications were approved by Resolution.
